The current driver model on the Windows XP is the limitation. One of the key points of Direct X 10 is to be the ability to have more independent objects and the current driver model on Windows XP simply won't be able to deal with it.

The Vole, ATI, Nvidia and the other creators of the Direct X 10 specification wanted to make sure that you will be offered the toppest-notch gaming experience.

well, it IS beta. but i would recommend trying it. what i have tried, it seemed to work pretty well. and from my experiences, its actually quite smooth =) someone said that its just containing stuff that is now needed from the OS and that havent been there.. i dont know, i'm quite happy with it in any case.
for me, it is definately an improvement on XP, and it feels it might even be worth the money to buy for. we will see the outcome when its on the RTM status i guess. the single thing i like most on vista is that you can actually click on a name of a folder on the path and it goes to there... something very simple yet still something that helps a lot.

edit: oh and btw, what i have tested, it really is pretty darn easy to install and goes without hassle! just couple of questions and it finishes on its own - something i would DEFINATELY wish for Linux to do!
