I want to create a web page which the general public can access, but allow registered users to login. Registered users would be able to access more content including a download page.

Can this be done with standard HTML or do I need a 3rd party application?

html + php + mysql

your best option if new to all this would to use something like phpnuke

Postnuke seems to be the widely accepted website in a can; lots of addons due to the popularity. Here are some other alternatives; most of these should have a demo site setup so you can check out the functionality.
